There are 13 federal appellate courts immediately below the U.S. Supreme Court. The U.S. Circuit Courts of Appeal hear challenges to decisions issued by the federal District Courts located within the boundaries of the Circuit. The 94 U.S. District Courts are the trial courts of the federal court system. Within limits set by Congress and the Constitution, the District Courts have jurisdiction to hear nearly all categories of federal cases, including both civil and criminal matters.
